It also allows the hero to retreat or surrender despite {Shackles of War}, as long as that battle normally allows retreat or surrender.

A fused diplomatic relic. Reduces surrender cost by {50%} and increases the chance that neutral creatures will join the hero's army.

Additionally, on the adventure map it acts as the Expert-level {Disguise} spell: enemies see a falsified composition of the hero's army.

It also allows the hero to retreat or surrender despite {Shackles of War}, as long as that battle normally allows retreat or surrender.

Components are {consumed} during assembly and cannot be recovered.
